Utah DOPL records show Jurgen Becker's contractor license history dates to August 11, 1998. For 26 years he worked Utah concrete the way every Utah concrete sub does — Wasatch Front jobs, whatever was closest to the yard, whatever paid. Driveways in Orem on Monday. Foundations in Lehi on Tuesday. A commercial pad in Sandy on Wednesday.
Then he launched Summit Concrete & Construction Services LLC in January 2024 with one operating rule: Park City only. The math was simple. Summit County's frost depth is six inches deeper than Utah Valley. The winter design temp is -7°F. The altitude freeze-thaw breaks mix designs that work fine at lower elevations. And the Park City builders who need a concrete sub who actually knows all of that can't find one, because every sub in northern Utah is juggling four counties.
Summit is that sub. Owner-led, one point of contact, Summit County only. Jurgen is on every site from estimate through walkthrough — not a sales rep, not a dispatcher, the person making decisions.

Written scope with thickness, reinforcement, joint plan, and cure protocol specified. No surprise line items at the end of the job.
Park City only
We turn down Wasatch Front work. The full week lives in Summit County. Scheduling, inspectors, and code fluency follow from that focus.

Park City isn't the biggest concrete market in Utah. It's not the closest to the supplier. It's not the easiest weather. What it is: the market where a 36-inch frost depth is enforced because the freeze line actually reaches it, where winter design temps hit -7°F, and where builders are paying real money to get real buildings right.
In that market, the difference between a good concrete sub and a mediocre one shows up immediately. A missed pour window doesn't just cost a day — it pushes the framer, then the electrician, then the inspector, then the insulation sub. A footing that was poured with a Wasatch Front mix rated for a 30-inch freeze line fails the first walk-through. A crew that doesn't have cold-weather protocols dialed in loses the pour to cracking before the slab ever reaches design strength.
Summit was built for builders who already know that math. The ones who've been burned by a sub driving up from Orem for the day.
